Educator
Voges trained as a teacher in Maastricht and Aruba. At Milton Peters College he became head of the MAVO department in 1981 and was the school's general principal from 1983 to 1987. He went on to lead Catholic education in the Windward Islands and helped found several schools. He later chaired the board of the University of St. Martin.

He served as acting Lieutenant Governor of St. Maarten, a role The Daily Herald and his speaker biography both record. On 10 October 2010, when Sint Maarten became a country within the Kingdom of the Netherlands, he became its first Minister Plenipotentiary, representing the country in The Hague, and he served until 2014.
Historian
Voges has written about the history of the Catholic Church's work on the islands. In 1990 he published a Dutch-language book on the Dominican Sisters. In 2019 he published Pioneers in Catholic Education and Health Care in the Dutch Windward Islands 1890–2000, which The Daily Herald described as giving the historic background to Catholic education and health care on the islands.
