Renewing a residence permit on the French side: the ANEF online procedure
From November 1, 2026, residence-permit renewals, changes of situation and the DCEM on the French side must be done online on ANEF, the Préfecture says. Here are the exemptions and the five steps.

This guide covers the French side of the island. According to the Préfecture de Saint-Barthélemy et Saint-Martin, from November 1, 2026, three procedures for foreign residents must be done online only, on the ANEF platform (www.anef.gouv.fr). The Préfecture's notice was last updated on October 19, 2026.
What moves online
The Préfecture's wording: "À compter du 1er novembre 2026, toutes les demandes de : renouvellement de titres de séjour (sauf les titres portant les mentions « salarié », « entrepreneurs / profession libérale » et « travailleur temporaire ») ; changement de situation (adresse, état civil, etc.) ; document de circulation pour étranger mineur (DCEM) devront être effectuées exclusivement sur l'ANEF."
In English, from November 1 these must be done on ANEF:
- renewals of residence permits (titres de séjour)
- changes of situation, such as a new address or a change in civil status
- the travel document for foreign minors (DCEM)
Who is exempt
Renewals of permits marked "salarié", "entrepreneurs / profession libérale" or "travailleur temporaire" are not covered by the online-only rule, according to the Préfecture.
The five steps
The Préfecture sets out these steps:
- Go to www.anef.gouv.fr.
- Create an account or log in.
- Choose "Renouvellement / Modification".
- Attach the supporting documents.
- Submit the application and track it online.
