Saint-Martin hosted the first meeting of the C-CIRC forum (Caribbean Cybersecurity Incident Response Community) at Collège Soualiga on Tuesday, October 20, according to Faxinfo and Le97150. The forum brought together public authorities and regional experts to prepare a shared response to cyberattacks.
Who took part
Faxinfo reported that the forum was organised with the French Caribbean departments, the Collectivité of Saint-Barthélemy, Sint Maarten and Anguilla, and ran over three days across the Northern Islands. Collectivité President Louis Mussington opened the event; the Collectivité has published his opening speech.
"The attackers already cooperate across borders. So we must do the same," Steven Cocks, president of the Caribbean Cybersecurity Agency (ACCYB), said, according to Faxinfo and to the text of his opening speech published by the Collectivité. His speech dates the forum October 20–22.
The programme
Workshops on October 20 and 21 at Collège Soualiga covered shared intelligence and simulation exercises, Le97150 reported. The final day, in Saint-Barthélemy, included round tables on submarine cables and on artificial intelligence in cybersecurity.
Funding and plans
According to Faxinfo, the project has a total budget of EUR 3 million, of which EUR 2 million comes from the European Regional Development Fund (FEDER), under the INTERREG Caraïbes 2021–2027 programme. Plans include a regional cyber-threat observatory, a shared database of available expertise, training, and a 2026–2028 strategic roadmap.
Le97150 reported that the programme runs from 2025 to 2031 and should allow closer cooperation between the French and Dutch sides. Next steps include setting up C-CIRC's governance bodies, finalising a 2027 action plan and launching the first shared tools.
